3. Ââåäåíî âçàìåí ïåðå÷íÿ «Îðèåíòèðîâî÷íûå áåçîïàñíûå óðîâíè âîçäåéñòâèÿ (ÎÁÓÂ) âðåäíûõ âåùåñòâ â âîçäóõå ðàáî÷åé çîíû» ÃÍ 2.2.5.553-96 è äîïîëíåíèÿ ¹6 (ÃÍ 2.2.5.550-96) ê ïåðå÷íþ ¹ 5203-90, óòâåðæäåííûõ Ãîñêîìñàíýïèäíàäçîðîì Ðîññèè, êîòîðûå ñ âûõîäîì íàñòîÿùåãî ïåðå÷íÿ óòðà÷èâàþò ñèëó.

Çàêîí ÐÑÔÑÐ «Î ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîì áëàãîïîëó÷èè íàñåëåíèÿ»

«Ñàíèòàðíûå ïðàâèëà, íîðìû è ãèãèåíè÷åñêèå íîðìàòèâû (äàëåå - ñàíèòàðíûå ïðàâèëà) - íîðìàòèâíûå àêòû, óñòàíàâëèâàþùèå êðèòåðèè áåçîïàñíîñòè è (èëè) áåçâðåäíîñòè äëÿ ÷åëîâåêà ôàêòîðîâ ñðåäû åãî îáèòàíèÿ è òðåáîâàíèÿ ê îáåñïå÷åíèþ áëàãîïðèÿòíûõ óñëîâèé åãî æèçíåäåÿòåëüíîñòè.

Ñàíèòàðíûå ïðàâèëà îáÿçàòåëüíû äëÿ ñîáëþäåíèÿ âñåìè ãîñóäàðñòâåííûìè îðãàíàìè è îáùåñòâåííûìè îáúåäèíåíèÿìè, ïðåäïðèÿòèÿìè è èíûìè õîçÿéñòâóþùèìè ñóáúåêòàìè, îðãàíèçàöèÿìè è ó÷ðåæäåíèÿìè, íåçàâèñèìî îò èõ ïîä÷èíåííîñòè è ôîðì ñîáñòâåííîñòè, äîëæíîñòíûìè ëèöàìè è ãðàæäàíàìè» (Ñòàòüÿ 3).

«Ñàíèòàðíûì ïðàâîíàðóøåíèåì ïðèçíàåòñÿ ïîñÿãàþùåå íà ïðàâà ãðàæäàí è èíòåðåñû îáùåñòâà ïðîòèâîïðàâíîå, âèíîâíîå (óìûøëåííîå , èëè íåîñòîðîæíîå) äåÿíèå (äåéñòâèå èëè áåçäåéñòâèå), ñâÿçàííîå ñ íåñîáëþäåíèåì ñàíèòàðíîãî çàêîíîäàòåëüñòâà ÐÑÔÑÐ, â òîì ÷èñëå äåéñòâóþùèõ ñàíèòàðíûõ ïðàâèë.

Äîëæíîñòíûå ëèöà è ãðàæäàíå ÐÑÔÑÐ, äîïóñòèâøèå ñàíèòàðíîå ïðàâîíàðóøåíèå, ìîãóò áûòü ïðèâëå÷åíû ê äèñöèïëèíàðíîé, àäìèíèñòðàòèâíîé è óãîëîâíîé îòâåòñòâåííîñòè» (ñòàòüÿ 27).

Îðèåíòèðîâî÷íûé áåçîïàñíûé óðîâåíü âîçäåéñòâèÿ (ÎÁÓÂ) âðåäíîãî âåùåñòâà â âîçäóõå ðàáî÷åé çîíû - âðåìåííûé ãèãèåíè÷åñêèé íîðìàòèâ, óòâåðæäàåìûé ïîñòàíîâëåíèåì Ãëàâíîãî Ãîñóäàðñòâåííîãî ñàíèòàðíîãî âðà÷à Ðîññèéñêîé Ôåäåðàöèè ïî ðåêîìåíäàöèè Êîìèññèè ïî ãîñóäàðñòâåííîìó ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîìó íîðìèðîâàíèþ ïðè Ìèíçäðàâå Ðîññèè..

Âðåäíîå âåùåñòâî - âåùåñòâî, êîòîðîå ïðè êîíòàêòå ñ îðãàíèçìîì ÷åëîâåêà ìîæåò âûçâàòü ïðîôåññèîíàëüíûå çàáîëåâàíèÿ èëè îòêëîíåíèÿ â ñîñòîÿíèè çäîðîâüÿ, îáíàðóæèâàåìûå ñîâðåìåííûìè ìåòîäàìè êàê â ïðîöåññå âîçäåéñòâèÿ âåùåñòâà, òàê è â îòäàëåííûå ñðîêè æèçíè íàñòîÿùåãî è ïîñëåäóþùèõ ïîêîëåíèé.

Ðàáî÷àÿ çîíà - ïðîñòðàíñòâî äî 2 ì íàä óðîâíåì ïîëà èëè ïëîùàäêè, íà êîòîðîé íàõîäÿòñÿ ìåñòà ïîñòîÿííîãî èëè âðåìåííîãî ïðåáûâàíèÿ ðàáîòàþùèõ. Ïîñòîÿííîå ðàáî÷åå ìåñòî - ìåñòî, íà êîòîðîì ðàáîòàþùèé íàõîäèòñÿ áîëüøóþ ÷àñòü ñâîåãî ðàáî÷åãî âðåìåíè (áîëåå 50 % èëè áîëåå 2 ÷ íåïðåðûâíî).

ÎÁÓ óñòàíàâëèâàåòñÿ íà ñðîê 3 ãîäà è ïðèìåíÿåòñÿ äëÿ óñëîâèé îïûòíûõ è ïîëóçàâîäñêèõ óñòàíîâîê íà ïåðèîä, ïðåäøåñòâóþùèé ïðîåêòèðîâàíèþ ïðîèçâîäñòâà.  îòäåëüíûõ ñëó÷àÿõ, ïî ñîãëàñîâàíèþ ñ îðãàíàìè ãîññàíýïèäíàäçîðà, äîïóñêàåòñÿ ïðè ïðîåêòèðîâàíèè ïðîèçâîäñòâà èñïîëüçîâàíèå ÎÁÓ ñ âåëè÷èíîé íå ìåíåå 1 ìã/ì3.

ÎÁÓ äîëæíû ïåðåñìàòðèâàòüñÿ ÷åðåç 3 ãîäà ïîñëå èõ óòâåðæäåíèÿ èëè çàìåíÿòüñÿ çíà÷åíèÿìè ÏÄÊ ñ ó÷åòîì ïðåäñòàâëåííûõ â Êîìèññèþ ïî ãîñóäàðñòâåííîìó ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîìó íîðìèðîâàíèþ Ìèíçäðàâà Ðîññèè ìàòåðèàëîâ î ñîîòíîøåíèè çäîðîâüÿ ðàáîòàþùèõ ñ óñëîâèÿìè èõ òðóäà.

Ïðè íåîáõîäèìîñòè ïðîäëåíèÿ ñðîêà äåéñòâèÿ ÎÁÓÂ, ëèáî ïåðåâîäà ÎÁÓ â ðàíã ÏÄÊ Êîìèññèÿ ïî ãîñóäàðñòâåííîìó ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîìó íîðìèðîâàíèþ ðàññìàòðèâàåò ìàòåðèàëû îáîñíîâàíèÿ ÎÁÓ è íàïðàâëÿåò èõ íà óòâåðæäåíèå â Ìèíçäðàâ Ðîññèè ñ ñîîòâåòñòâóþùèìè ðåêîìåíäàöèÿìè. Ñ ìîìåíòà óòâåðæäåíèÿ âåëè÷èíû ÏÄÊ ðàíåå óñòàíîâëåííûé ÎÁÓ äëÿ äàííîãî âåùåñòâà óòðà÷èâàåò ñèëó.

Îäíîâðåìåííî ñ óñòàíàâëèâàåìûìè ÎÁÓ äîëæíû ðàçðàáàòûâàòüñÿ ìåòîäû èõ êîíòðîëÿ â âîçäóõå ðàáî÷åé çîíû â ñîîòâåòñòâèè ñ òðåáîâàíèÿìè ìåòîäè÷åñêèõ óêàçàíèé «Êîíòðîëü ñîäåðæàíèÿ âðåäíûõ âåùåñòâ â âîçäóõå ðàáî÷åé çîíû» ¹ 3936-85 è ìåòîäè÷åñêèõ óêàçàíèé «Èçìåðåíèå êîíöåíòðàöèé àýðîçîëåé ïðåèìóùåñòâåííî ôèáðîãåííîãî äåéñòâèÿ» ¹ 4436-87, óòâåðæäåííûõ áûâøèì Ìèíçäðàâîì ÑÑÑÐ.

Èç äàííîãî ïåðå÷íÿ èñêëþ÷åíû âåùåñòâà, äëÿ êîòîðûõ â óñòàíîâëåííîì ïîðÿäêå óòâåðæäåíû ÏÄÊ, à òàêæå òå âåùåñòâà, äëÿ êîòîðûõ íå ïîëó÷åíî ïîäòâåðæäåíèÿ î ïåðñïåêòèâàõ èõ ïðîèçâîäñòâà è ïðèìåíåíèÿ.

Íàçâàíèÿ èíäèâèäóàëüíûõ âåùåñòâ â àëôàâèòíîì ïîðÿäêå ïðèâåäåíû, ãäå ýòî áûëî âîçìîæíî, â ñîîòâåòñòâèè ñ ïðàâèëàìè Ìåæäóíàðîäíîãî ñîþçà òåîðåòè÷åñêîé è ïðèêëàäíîé õèìèè, ÈÞÏÀÊ (International Union of Pure and Applied Chemistry, IUPAC) è îáåñïå÷åíû íîìåðàìè Chemical Abstracts Service (CAS) äëÿ îáëåã÷åíèÿ èäåíòèôèêàöèè âåùåñòâ.

Íàðÿäó ñ âåëè÷èíàìè ÎÁÓ óêàçàíî òàêæå ïðåèìóùåñòâåííîå àãðåãàòíîå ñîñòîÿíèå âåùåñòâà â âîçäóõå â óñëîâèÿõ ïðîèçâîäñòâà (ïàðû è/èëè ãàçû, àýðîçîëè, ñìåñü ïàðîâ è àýðîçîëåé). Âåùåñòâà, ïðè ðàáîòå ñ êîòîðûìè òðåáóåòñÿ ñïåöèàëüíàÿ çàùèòà êîæè è ãëàç, îòìå÷åíû ñïåöèàëüíûì çíàêîì, êîòîðûé ïðîñòàâëåí âñëåä çà íàèìåíîâàíèåì ñîåäèíåíèÿ.

Ïðèíÿòû ñëåäóþùèå îáîçíà÷åíèÿ:

ÎÁÓÂ ïðèâåäåíû â ìã âåùåñòâà íà 1 ì3 âîçäóõà, ìã/ì3,

ï        - ïàðû è/èëè ãàçû,

à        - àýðîçîëü,

ï+à  - ñìåñü ïàðîâ è àýðîçîëÿ,

+       - âåùåñòâà, ðàáîòà ñ êîòîðûìè òðåáóåò ñïåöèàëüíîé çàùèòû êîæè è ãëàç,

À       - âåùåñòâà, ñïîñîáíûå âûçûâàòü àëëåðãè÷åñêèå çàáîëåâàíèÿ â ïðîèçâîäñòâåííûõ óñëîâèÿõ.

Ïåðå÷åíü ñíàáæåí óêàçàòåëåì íàèáîëåå ðàñïðîñòðàíåííûõ ñèíîíèìîâ, òåõíè÷åñêèõ, òîðãîâûõ è ôèðìåííûõ íàçâàíèé íîðìèðîâàííûõ âåùåñòâ (ïðèëîæåíèå ñïðàâî÷íîå).
